Adds Arkansas Code § 23-63-116 requiring certified nurse practitioners be paid or reimbursed by health benefit plans to the same extent as physicians for performing healthcare services

Mandates the Arkansas Medicaid Program and all health benefit plans issued and renewed in the state reimburse certified nurse practitioners at 100% of the physician reimbursement rate for all out-of-pocket costs including laboratory tests, X-rays, and ordered tests

Defines "health benefit plan" as individual, blanket, or group plans, policies, or contracts for healthcare services issued or delivered by healthcare insurers in Arkansas

Specifies that "health benefit plan" includes indemnity plans, managed care plans, and governmental plans as defined in 29 U.S.C. § 1002(32) as it existed on January 1, 2015
