Amends Arkansas Code § 12-29-404(c) to make persons sentenced to life without parole eligible for immediate transfer to parole supervision based on medical conditions.

Allows the Parole Board to approve immediate transfer to parole supervision if an inmate's physical condition makes them no longer a threat to public safety.

Adds new section 16-93-713 establishing that persons convicted and sentenced to life without parole are eligible for transfer to parole supervision under § 12-29-404.

Applies retroactively to persons already serving life without parole sentences for offenses committed before the bill's effective date, making them eligible for parole supervision consideration.
