Repeals Arkansas Code § 16-17-1112(b)(7) concerning reorganization of local district courts to state district courts in the Thirty-Third Judicial District as of January 1, 2017.

Creates new Arkansas Code § 16-17-1113 establishing reorganization of local district courts to state district courts in the Thirty-Third Judicial District effective January 1, 2021.

Composes the Thirty-Third District of Grant and Hot Spring counties with five departments located in Sheridan, Malvern, Donaldson, Rockport, and Friendship.

Establishes one state district court judge for the Thirty-Third District to be elected districtwide with districtwide jurisdiction.

Requires cities and counties previously served by local district courts to comply with cost-sharing requirements established in § 16-17-1106 effective January 1, 2021, with new judgeships placed on the ballot in the 2020 nonpartisan judicial election.
