Establishes a reward program for employees of Medicaid providers who report abuse, fraud, or waste to the Office of Medicaid Inspector General, with rewards equal to 10% of any resulting Medicaid fund savings.

Requires the Office of Medicaid Inspector General to document savings for one full fiscal year and issue a report within 30 days of the fiscal year end detailing total savings, employee name, and reward amount.

Allows employees to appeal reward determinations to the Arkansas State Claims Commission within 40 days if they believe the savings calculation or reward assessment is inaccurate, with further appeal available to the Legislative Council.

Caps individual rewards at $12,500, with amounts exceeding this limit referred to the General Assembly for appropriation to the Office of Medicaid Inspector General.

Prohibits Medicaid providers from taking adverse action against employees for reporting fraud in good faith or pursuing appeals, and allows employees to request confidentiality with their identities protected under state and federal law.
