Amends the Arkansas Emergency Services Act of 1973 to add a definition of "statewide interoperable communications system" as a system enabling emergency responders and government officials to communicate during disasters.

Establishes the Arkansas Interoperable Communications Executive Council with 8 members including directors of emergency management, state police, information systems, and other state and local officials.

Council is authorized to develop guidelines and procedures for using, managing, operating, and funding statewide interoperable communications systems and to review projects affecting such systems.

Allows the council to set fees for public safety agencies joining the system, with revenues deposited into the Arkansas Interoperable Communications Trust Fund for operations, maintenance, and improvements.

Grants the Governor authority to decide whether Arkansas will participate in the nationwide public safety broadband network deployment or conduct its own radio access network deployment under federal law.
