Creates Arkansas Code § 1-1-103 to exempt Arkansas from federal daylight saving time requirements under 15 U.S.C. § 260a as it existed January 1, 2015.

Requires Arkansas to observe standard time year-round during the period designated for daylight saving time advancement each calendar year.

Makes the act effective only when the Secretary of State determines that at least one bordering state has eliminated daylight saving time and adopted year-round standard time.

Requires the Secretary of State to notify the Legislative Council (or Joint Budget Committee if General Assembly is in session) and the Arkansas Code Revisions Commission of this determination.

Sets the effective date as the first day of the calendar year following the Secretary of State's determination and notification.
