AR HB1953

Creates the State Board of Cosmetology to replace the Cosmetology Technical Advisory Committee, with the board consisting of 10 members appointed by the Governor to five-year terms instead of seven members appointed by the State Board of Health to two-year terms

Expands board composition to include four licensed cosmetologists, two school owners, one state school director, one aesthetician, three industry representatives at large, and one consumer representative over age 60

Establishes a Cosmetology Operating Fund to replace the Public Health Fund for board revenue, funded by fees, fines, and penalties collected under the cosmetology licensing chapter

Requires the Governor instead of the State Board of Health to appoint board members and removes the board's previous connection to the Department of Health

Adds new provisions for board officers (president, vice presidents, secretary, treasurer) and a Director of Cosmetology with secretarial qualifications and five years of administrative experience
