Establishes Arkansas Code 6-18-109 creating the Student Online Personal Information Protection Act to regulate how online operators collect and use student data from public school students.

Prohibits operators of websites, services, and applications from targeting advertising based on student covered information, selling student data, or compiling student profiles except for public school purposes without affirmative consent.

Requires operators to implement reasonable security measures to protect student covered information and delete student data within a reasonable timeframe upon school or school district request.

Allows operators to disclose student information for legitimate research purposes, law enforcement requests with proper authorization, adaptive learning, or as required by federal or state law.

Exempts general audience websites, electronic stores, interactive computer services, and allows students or parents to download and export their own student data regardless of the act's restrictions.
