Changes reporting requirements for state-supported institutions of higher education to report remediation costs and revenue sources by October 1 each year to the Department of Higher Education.

Requires the Department of Higher Education to develop a methodology for calculating total state funds spent on remediation of first-time entering freshmen students.

Caps remediation spending at four-year state-supported institutions at 1996-1997 baseline levels.

Mandates four-year institutions reduce remediation spending by minimum 10% annually until reaching 50% of 2010-2011 spending levels.

Allows institutions meeting 10% annual reduction targets to retain savings (up to 50% of 2010-2011 amounts) for other educational purposes until the 2018-2019 academic year; institutions failing to achieve 50% reduction by 2018-2019 will be funded under § 6-61-229.
