Amends Arkansas Code § 3-5-302 to create a residency requirement exception for managing agents of partnerships, corporations, or associations that hold at least two (2) alcohol permits issued by the Alcoholic Beverage Control Division.

Requires qualifying applicants to designate a representative who resides within the county of the premises or within 35 miles of the premises address to satisfy residency requirements.

Allows retailers with two or more permits to change their managing agent by completing a division-provided form after issuance of the second permit.

Specifies that managing agents must be persons of good moral character and U.S. citizens or resident aliens, but are exempt from the county residency requirement.

Requires retailers exercising the exemption to designate a representative for each permitted premises who resides within the county or within 35 miles of the premises address.
