Arkansas applies to Congress for an Article V convention of the states limited to proposing constitutional amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

The Chief Clerk of the House is directed to transmit copies of this application to the President and Secretary of the U.S. Senate, Speaker and Clerk of the U.S. House, each member of the Arkansas congressional delegation, and presiding officers of state legislative houses.

This application constitutes a continuing application under Article V until legislatures of at least two-thirds (2/3) of the states have made applications on the same subject.
