Requires in-person voters to present valid government-issued photographic identification before receiving a ballot at early voting or on election day.

Requires absentee ballot voters to submit proof of identity with their ballot.

Allows voters unable to present required identification to vote a provisional ballot that can only be counted if the voter later certifies it through a process established by law.

Directs the General Assembly to enact implementing laws defining acceptable forms of identification and exceptions to identification requirements.

Requires Arkansas to issue photographic identification at no charge to eligible voters who lack acceptable identification, with the state-issued ID qualifying as proof of identity for absentee ballots; amendment becomes effective July 1, 2017.
