Proposes a constitutional amendment to remove specific newspaper publication requirements from the Arkansas Constitution and allow the General Assembly to determine publication methods by law.

Modifies Section 1, Article 5 regarding initiative petitions by removing the requirement to publish proposed measures "in some paper of general circulation" and replacing it with "in a manner provided by law by the General Assembly."

Amends Article 19, Section 22 concerning constitutional amendments by removing the requirement to publish in "at least one newspaper in each county" for six months and replacing it with "a manner provided by law by the General Assembly."

Updates Amendment 32, Section 2; Amendment 62, Sections 3 and 6; and Amendment 70, Section 2 to replace newspaper publication requirements with flexible publication methods to be determined by the General Assembly.

Amendment 76 is modified to replace references to "newspaper of statewide circulation" with "manner provided by law by the General Assembly" for Secretary of State notifications regarding legislative candidates.
