HJR 1024 Summary

• Lieutenant Governor candidates must run jointly with gubernatorial candidates on a single ballot, with the Governor selecting the Lieutenant Governor candidate no later than 60 days before the preferential primary election.

• The Governor retains all powers and duties when absent from the state, but may designate the Lieutenant Governor to act as Governor by written notice to the Secretary of State, which expires when the Governor returns or revokes the designation.

• The Governor may assign additional duties and responsibilities to the Lieutenant Governor as deemed necessary, and the General Assembly may enact laws providing for additional duties.

• The Governor may fill vacancies in the Lieutenant Governor office by appointment, with the appointee serving the entire unexpired term regardless of when the next general election occurs.

• The amendment becomes effective January 1, 2023, except Section 2 (Governor's absence provisions) becomes effective January 1, 2017, and joint running begins at the 2022 general election.
