Extends county official terms from 2 years to 4 years for circuit clerks, county judges, sheriffs, assessors, coroners, treasurers, county surveyors, and tax collectors, effective January 1, 2017.

Allows a candidate to be declared elected without appearing on the ballot if they are the only qualified candidate for an office after all filing deadlines have passed.

Prohibits county officials (county judges, justices of the peace, sheriffs, circuit clerks, county clerks, assessors, coroners, treasurers, county surveyors, and tax collectors) from being appointed or elected to any other civil office during their elected term.

Defines "infamous crime" as felony offenses, abuse of office, tampering offenses, or misdemeanor offenses involving deceit, fraud, or false statements to determine eligibility of convicted persons to hold elected office.

Establishes a transitional schedule where officials elected in 2016 serve 2-year terms and those elected in 2018 serve 4-year terms under the new system.
