Increases reimbursement rate for Level II assisted living facilities by $4.00 per day effective July 1, 2015, with future adjustments consistent with Centers for Medicare and Medicaid Services methodology.

Establishes multihour daily service rate of $46.05 per day for Medicaid Personal Care in residential care facilities and Level I assisted living facilities for the highest need tier effective July 1, 2015, with other tiers adjusted proportionately.

Requires 3% annual adjustments to residential care and Level I assisted living facility reimbursement rates beginning July 1, 2016, and each July 1 thereafter.

Decouples Medicaid Personal Care reimbursement for residential care and Level I assisted living facilities from in-home care rates effective July 1, 2015.

Establishes legislative findings that Medicaid Personal Care payments have remained stagnant since 2009, failed to account for increased costs from minimum wage and healthcare reform implementation, and inadequate rates incentivize conversion to higher-cost care levels.
