Amends definitions of "child placement agency" and "child welfare agency" to include activities related to placing, planning, and assisting in placement of child victims of human trafficking in shelters or facilities.

Requires each law enforcement agency to adopt a policy for completing T and U nonimmigrant visa certification forms for human trafficking victims within 30 days of receiving a request.

Establishes training requirements for judges, prosecutors, and court clerks regarding fines dedicated to the Safe Harbor Fund for Sexually Exploited Children under specified statutes.

Expands the Arkansas Child Abuse/Rape/Domestic Violence Commission from 25 to 30 members, adding positions for a human trafficking faculty expert, Department of Labor representative, and healthcare provider experienced in treating trafficking victims.

Adds human trafficking collaboration and investigation protocols to the powers and duties of the Child Abuse/Rape/Domestic Violence Commission and its multidisciplinary teams.
