Creates a 7-member Voter Integrity Unit administered by the Secretary of State, comprising the Secretary of State (chair), an Elections Division designee, a certified investigator from Arkansas State Police, and two members each appointed by the Republican Party and Arkansas Democratic Party.

Authorizes the Voter Integrity Unit to investigate election irregularity complaints filed with the State Board of Election Commissioners, conduct hearings, subpoena witnesses and evidence, and administer oaths for sworn testimony.

Requires the Voter Integrity Unit to submit investigation reports to the Secretary of State within 30 days, who then presents findings to the State Board of Election Commissioners for a final determination and potential referral to prosecutors within 30 days.

Mandates the State Board of Election Commissioners submit detailed reports to legislative committees within 60 days of determining official responses, and requires the Voter Integrity Unit to file quarterly status reports on ongoing cases.

Authorizes the Voter Integrity Unit or its designee to perform election recounts upon candidate request, with the Unit designating which entity will conduct the recount and requiring recounts to be performed in the presence of county election commissioners.
