Amends Arkansas Code § 12-12-903 to classify "Permitting abuse of a minor" under § 5-27-221 as a sex offense when the abuse involved sexual intercourse, deviant sexual activity, or sexual contact.

Adds new subdivision to Arkansas Code § 12-12-919(b) allowing sex offenders convicted of permitting physical abuse of a minor under § 5-24-221 to apply for termination of sex offender registration at any time after the act's effective date.

Court shall grant termination of registration obligation if the offender proves by preponderance of evidence that the facts underlying the offense no longer support a registration requirement.
