Authorizes licensed native brewers to establish one or more satellite tasting rooms at locations separate from their licensed brewery without additional license fees

Allows native brewers to transport beer, malt beverages, hard cider, native brandy, spirituous liquor, and small farm wines from their brewery or distillery to satellite tasting rooms

Defines "satellite tasting room" as a facility operated by a native brewer that serves products manufactured by the brewery, small farm wines, and mixers/soft drinks

Requires the Alcoholic Beverage Control Division to adopt rules implementing satellite tasting room requirements, including ownership restrictions and transportation provisions

Modifies existing law to allow exceptions to the three-tier alcoholic beverage distribution system for this limited sector of native breweries and distilleries
