Defines "hard cider" as liquor brewed from fermented fruit juices containing more than 3% and not more than 21% alcohol by weight in Arkansas Code § 3-1-102(a)

Adds hard cider production to the definition of "small brewery" which manufactures fewer than 30,000 barrels of beer, malt beverages, and hard cider per year for sale or consumption

Authorizes small breweries and microbrewery-restaurants to manufacture, sell, and store hard cider alongside beer and malt beverages under existing brewery license provisions

Permits small breweries to sell hard cider to wholesale or retail dealers, for on-premises or off-premises consumption, and at festivals with appropriate permits

Allows native breweries to provide hard cider to charitable or nonprofit organizations holding valid special event permits issued by the Alcoholic Beverage Control Board
