Updates higher education performance reporting system language to reference federally-recognized accrediting agencies instead of the North Central Association of Colleges and Schools.

Modifies provisions governing mergers and consolidations of postsecondary institutions to require approval from federally-recognized accrediting agencies rather than a specific commission.

Amends special license plate statutes and grant/tuition incentive program requirements to reference federally-recognized accrediting agencies for institutional eligibility determinations.
