Establishes maximum of 2,253 regular employees for the University of Central Arkansas for fiscal year 2015-2016, with detailed salary ranges by position from President ($238,703) to entry-level classified positions.

Authorizes up to 1,600 part-time or temporary "Extra Help" employees at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $66,086,371 from state operations fund for regular salaries ($50,000,000), extra help ($4,000,000), personal services matching ($9,986,371), and maintenance and general operations ($2,100,000).

Appropriates $394,650,000 from cash funds including $76,000,000 for regular salaries, $35,000,000 for personal services matching, $100,000,000 for maintenance and operations, $100,000,000 for capital improvements, and $29,000,000 for debt service.

Includes special authorizations for food service contingency positions, coach special allowances up to $10,000 annually, voluntary payroll deductions for campus programs, and tuition reimbursement for faculty pursuing additional education in critical shortage areas.
