Reduces training hour requirements for cosmetologists from 1,500 hours to 1,200 hours, and for manicurists and aestheticians from 600 hours to 480 hours.

Changes reciprocity examination requirement from "a national examination" to "an examination comparable to the examination given in this state."

Removes the requirement that cosmetology students complete three-quarters (3/4) of their course of study before volunteering at charity or special events.

Requires schools to maintain proper student-to-teacher ratios during volunteer work at outside events.

Prohibits cosmetology students from providing services to elderly persons confined to hospitals or nursing homes.
