Adds solicitation of sexual intercourse, deviate sexual activity, or sexual contact to the definition of sexual abuse under child maltreatment law.

Expands the definition of sexual exploitation to include acts by caretakers, in addition to persons 18 years or older, and covers obscene depiction, posing, or posturing of children.

Establishes a three (3) month statute of limitations for Child Abuse Hotline reports involving a child consuming or inhaling poisonous or noxious substances.

Authorizes the Department of Human Services and Department of Arkansas State Police to petition circuit court for ex parte orders to obtain denied records and limit persons present during child interviews, with courts able to stay such orders upon good cause within 72 hours.

Allows administrative law judges to stay child maltreatment cases upon request when ongoing criminal or delinquency investigations or pending criminal charges exist related to the reported incident.
