Establishes maximum of 640 regular employees for University of Arkansas at Monticello for fiscal year 2015-2016, with salary ranges from $19,973 for graduate assistants to $202,883 for Chancellor.

Authorizes 790 temporary or part-time "Extra Help" employees for Monticello, 36 for McGehee campus, and 36 for Crossett campus, with pay rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $14,859,610 from state operations fund for Monticello (regular salaries $12,000,000, maintenance and operations $1,759,610, capital outlay $100,000).

Appropriates $55,162,380 from cash funds for Monticello including regular salaries $10,698,960, extra help $2,250,000, capital improvements $7,082,620, and debt service $1,000,000.

Appropriates $2,474,776 for McGehee and $1,995,970 for Crossett from state operations, plus additional cash fund appropriations for both campuses; effective July 1, 2015.
