Establishes a maximum of 871 regular employees for the University of Arkansas at Pine Bluff for fiscal year 2015-2016, including administrative, classified, and academic positions with specified salary ranges.

Authorizes 924 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $28,631,684 from state operations funds and $122,401,065 from cash funds for personal services, operating expenses, capital improvements, and debt service.

Includes special provisions allowing the Board of Trustees to employ scientists with extraordinary research capabilities in the Biomedical Research Center at salaries up to 1.5 times the Distinguished Professor maximum, and authorizes special allowances up to $10,000 annually for athletic department personnel.

Requires the University to report quarterly to the Arkansas Legislative Council on its Aquaculture and Fisheries Program for a total of eight reports, and mandates 100% matching funds inclusion for 1890 Research and Extension Programs in funding computations.
