Appropriates $4,202,467 to the Arkansas State Medical Board for fiscal year 2015-2016, including $1,597,186 for regular salaries, $24,500 for extra help, $587,501 for personal services matching, and $1,353,180 for operating expenses.

Establishes a maximum of 45 regular employees across 14 job classifications, including one Medical Board Secretary/Treasurer at $104,236 annually and 21 licensing coordinators.

Authorizes up to 2 part-time or temporary "Extra Help" employees at rates consistent with the Uniform Classification and Compensation Act.

Appropriates an additional $200,000 for legal fees in the Edwards v. Beck case and related appeals challenging the Arkansas Human Heartbeat Protection Act, payable from cash fund balances.

Authorizes the Medical Board to expend $25 per licensed physician annually to 501(c)(3) Arkansas foundations providing identification, treatment, and monitoring services for healthcare professionals with substance abuse problems.
