Establishes maximum of 203 regular employees for the Department of Human Services - Division of Child Care and Early Childhood Education for fiscal year 2015-2016, with positions ranging from executive director to administrative specialist roles.

Authorizes 13 temporary or part-time "Extra Help" employees to be paid at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $23,841,398 for operations including $7,386,334 for regular salaries, $2,753,934 for personal services matching, and $8,901,845 for professional fees.

Appropriates $122,760,622 in federal funds for Child Care Development Discretionary ($28,469,372) and Child Care Food Program ($94,291,250).

Appropriates $33,130,656 for child care grants and $120,863 for loan guarantees and grants, with an emergency effective date of July 1, 2015.
