Establishes maximum of 100 regular employees for the Arkansas Economic Development Commission for fiscal year 2015-2016, with the AEDC Director earning $139,706 and other senior positions ranging from $82,119 to $119,839 in annual salary.

Appropriates $25,122,968 from the Arkansas Economic Development Commission Fund Account for state operations, including $4,776,269 for regular salaries, $1,548,238 for operating expenses, and $14,221,586 for the Industry Training Program.

Appropriates $43,747,305 from federal funds for Community Assistance programs, including $27,500,000 for Community Development Block Grants, $15,079,614 for storm recovery grants, and $615,710 for flood recovery grants.

Establishes additional appropriations totaling $305,053,836 for specialized programs including $200,000,000 for Super Projects, $30,000,000 for Technology Acceleration Program, $8,304,767 for Weatherization Assistance, and $50,000,000 for Quick Action Closing Fund.

Authorizes the Chief Fiscal Officer to transfer up to $30,000,000 from federal funds to the Technology Acceleration Fund and requires quarterly reporting of Industry Training Program activities to the Governor and Legislative Council.
