Repeals Arkansas Code § 25-9-105 concerning home health on-call and visit pay to remove temporary and obsolete language from the Code.

Repeals Arkansas Code § 25-15-304 regarding the Regulatory Review Committee to conform to Acts 2013, No. 759, § 5, which had previously repealed this section without proper notation.

Adds two new sections to Arkansas Code Title 25, Chapter 16, Subchapter 4: § 25-16-406 requiring the Secretary of State to report annually on Internet public notice calendar implementation and savings, and § 25-16-407 requiring rules for Broadband Enhancement Grants.

Updates Arkansas Code § 25-19-105(b)(9)(B)(ii) to change "shall not be applicable" to "shall not apply" for consistency with Code style.

Amends Arkansas Code § 25-30-206(b)(2) to remove a stray colon after the word "determining" in provisions regarding counselor eligibility for loans under the rehabilitation program.
