Repeals Arkansas Code § 15-4-2802(4), § 15-4-2804, and § 15-4-2805 to eliminate the definition of the Alternative Fuels Commission and remove provisions for biodiesel producer grants, as the commission has been abolished and its funding eliminated.

Amends Arkansas Code § 15-4-3605(e) to add clarifying language regarding transfer of certified qualified equity investment authority under the New Markets Jobs Act of 2013.

Amends Arkansas Code § 15-5-1607 to clarify that the review committee recommends to trustees of the Venture Capital Investment Trust for payment of fees and expenses from the Arkansas Risk Capital Matching Fund.

Amends multiple sections (§ 15-5-1805, § 15-10-903, § 15-13-102, and § 15-13-306) to add clarifying language and conform usage in provisions regarding energy efficiency bonds, clean-burning fuel refueling station rebates, alternative fuel vehicle definitions, and motor vehicle modification incentives.

Amends Arkansas Code § 15-22-808 to conform the Arkansas Water Resources Cost Share Revolving Fund to its dual codification under § 19-5-1042, and repeals § 15-55-214 concerning the obsolete transfer of the State Board of Registration for Professional Geologists.
