Amends Arkansas Code § 22-9-104(a)(1) to change the public works capital expenditure planning period from "biennial period" to "fiscal year" to align with Arkansas Constitution, Article 5, § 29 limitations on General Assembly appropriations.

Modifies the requirement for governmental bodies to identify public works construction projects to be constructed or obligated during the next fiscal year instead of the next biennial period.

Preserves the legal effect of all acts passed during the 90th General Assembly's regular session, with those acts taking precedence if they conflict with provisions in this bill.
