Amends Arkansas Code § 1-2-304(b) concerning the Arkansas Code Revision Commission to clarify that appropriations are limited to one (1) fiscal year, consistent with Arkansas Constitution Article 5, § 29.

Modifies language requiring the commission to limit financial commitments and obligations to funds available during the fiscal year in which services or obligations are incurred, rather than for a biennial period.

Includes a non-codification clause specifying that enactment of this act does not repeal acts passed during the 90th General Assembly's regular session, and those acts remain in effect.

Provides that any conflicting provisions between this act and other 90th General Assembly acts shall be treated as if those acts were subsequent amendments or repeals to the Arkansas Code of 1987.
