• Amends Arkansas Code § 17-14-201(b)(3) to change "should" to "shall" regarding annual submission of candidate lists by banking and credit union associations to the Governor for financial board member appointments.

• Modifies Arkansas Code § 17-19-111 to remove references to "special revenues" in bail bondsmen fee provisions, clarifying that fees are collected quarterly and reported to the Bail Bondsman Board Fund.

• Restructures Arkansas Code § 17-24-305(b) and (c) regarding fee distributions from the State Board of Collection Agencies to educational institutions, clarifying allocation procedures when less than 100% of total allocation is available.

• Makes grammatical and clarification corrections throughout Title 17 related to electrician regulations, private investigator board administration, real estate commission procedures, nursing practice definitions, and optometry prescribing authority.
