Amends Arkansas Code § 6-47-305(c) to remove a duplicate reference to the Department of Information Systems from the Distance Learning Coordinating Council membership provisions.

Eliminates the duplicate member position for the Department of Information Systems, reducing redundancy in council composition while maintaining representation from the department.

Renumbers all subsequent council member positions to reflect the removal, with positions previously numbered (6) through (13) renumbered as (5) through (12).

Specifies that the bill shall not repeal or conflict with other acts passed during the 90th General Assembly's regular session, which shall maintain full force and effect.
