SB129 Summary

• Amends Arkansas Code § 12-15-202(a) to clarify that certified law enforcement officers, auxiliary officers, detention facility employees, and prosecuting attorneys may carry concealed handguns if they meet specified requirements including current employment, authorization, valid identification, and fingerprint records on file.

• Creates new Arkansas Code § 12-18-621 to codify procedures allowing the Department of Human Services to petition circuit courts for access to the controlled substance database when investigating cases where a person or baby tested positive for prescription drugs at birth.

• Amends Arkansas Code § 12-29-504 to replace terminology referring to "prisoners" with "inmates" and streamlines language regarding reimbursement proceedings for incarcerated individuals' estates to cover state expenses for their care.

• Corrects reference in Arkansas Code § 20-7-606(b)(2)(D)(ii) from § 12-18-604 to § 12-18-621 regarding Department of Human Services access to controlled substance database.
