Amends § 8-15-115 to change "will" to "shall" regarding the State of Arkansas's credit and taxing power not being pledged for district bonds, and updates bond payment language from "will be" to "are."

Amends § 8-5-118 to clarify that revolving funds are administered by the board of directors of the district.
