Appropriates $7,787,911 from the Trial Court Administrative Assistant Fund for Trial Court Administrators' salaries ($5,535,479), personal service matching ($1,902,432), administrator expenses ($225,000), and substitute expenses ($125,000) for fiscal year 2015-2016

Appropriates $9,974,929 from the Court Reporter's Fund for Official Court Reporters' salaries ($6,518,781), personal service matching ($2,131,148), expenses allowance ($400,000), indigent transcripts ($600,000), and substitute expenses ($325,000) for fiscal year 2015-2016

Establishes maximum of 122 Trial Court Administrator positions at Grade C117 salary and 122 Court Reporter positions at Grade C119 salary

Requires the Administrative Office of the Courts to establish official procedures for hiring, terminations, and salary adjustments for both positions, effective July 1, 2015

Directs the Administrative Office of the Courts to maintain financial oversight including budgeting, expense monitoring, and ensuring expenditures do not exceed available funding from the Administration of Justice Fund
