Appropriates $64,198 from the Arkansas Home Inspectors Registration Fund for personal services and operating expenses of the Arkansas Home Inspector Registration Board for fiscal year 2015-2016, including $38,505 for regular salaries, $13,693 for personal services matching, and $12,000 for various maintenance and operation expenses

Establishes one maximum regular employee position: an AHIRB Executive Director at Grade C120 salary level for fiscal year 2015-2016

Appropriates an additional $25,000 from the Arkansas Home Inspectors Registration Fund for research, procurement, and implementation of a public awareness campaign for the fiscal year ending June 30, 2016

Requires all disbursement of funds to comply with the State Procurement Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, Regular Salary Procedures and Restrictions Act, and other applicable fiscal control laws

Declares an emergency clause making the Act effective July 1, 2015 to ensure essential operations of the agency
