AR SB145

Abolishes the Arkansas State Board of Massage Therapy and transfers all authority, powers, duties, functions, records, personnel, property, and funds to the State Board of Health and Department of Health through a type 3 transfer under § 25-2-106.

Establishes a Technical Advisory Committee consisting of seven (7) members appointed by the State Board of Health rather than the Governor, with six (6) licensees and one (1) public representative serving three (3) year terms.

Replaces all references to "Arkansas State Board of Massage Therapy" with "State Board of Health" or "Department of Health" throughout Arkansas Code § 17-86, except where specifically noted.

Creates a new definition for "postsecondary massage therapy school" meaning a massage therapy school with an approved postsecondary curriculum where no more than 50% of students lack a high school diploma or equivalent.

Directs all massage therapy licensing fees and funds into the Public Health Fund under the Department of Health's control, with most provisions effective October 1, 2015, and emergency provisions for Sections 6 and 18 regarding educational curriculum standards.
