Adds Arkansas Code Section 17-38-409 establishing supervision requirements for apprentice plumbers to ensure skill development, public safety, and compliance with legal requirements and industry standards.

Requires apprentice plumbers to be supervised by a master plumber or journeyman plumber at all times while engaged in plumbing work.

Mandates supervising plumbers observe apprentice work in person at regular and reasonable intervals, with the State Board of Career Education to promulgate rules considering the nature of work and apprentice skill level.

Establishes proximity requirements for supervising plumbers: for single-family residences or non-contractor jobs, supervisor must be within line of sight, same street address, adjacent address, or same geographical subdivision; for other jobs requiring contractor's license, supervisor must be within line of sight or within 250 yards and within job site property boundaries.

Limits one master plumber or journeyman plumber to supervising up to three apprentice plumbers on a single plumbing job.
