AR SB164

Abolishes the Arkansas Board of Private Investigators and Private Security Agencies and transfers all powers, duties, functions, records, and unexpended funds to the Department of Arkansas State Police by type 3 transfer.

Vests the Director of the Department of Arkansas State Police with authority to issue, deny, suspend, and revoke licenses, credentials, and commissions for private investigators, security officers, polygraph examiners, and voice stress analysis examiners.

Establishes the Director as the administrative authority responsible for promulgating rules, conducting criminal background checks, and making licensing determinations previously handled by the abolished board.

Requires applicants for commissioned security officer and school security officer positions to undergo state and national criminal background checks and meet qualifications set by the Director.

Effective date is September 1, 2015, with all previously licensed or credentialed persons required to meet current chapter requirements upon renewal.
