Appropriates $2,888,016,174 to the Department of Education for grants and aid to local school districts and special programs for fiscal year 2015-2016, payable from the Public School Fund Account.

Establishes maximum of 51 regular employees for Arkansas Public School Computer Network and appropriates $23,168,900 for personal services and operating expenses.

Establishes maximum of 5 regular employees for Office of Education Renewal Zones and appropriates $1,460,655 for personal services, operating expenses, and grants.

Includes multiple funding restrictions and provisions including: Broadband Facilities Matching Grant Program requiring one-to-one state/local match, $15 million additional public school employee health insurance funding, and $250,000 to extend Arkansas Governor's School from 4 to 6 weeks.

Authorizes Department of Education Commissioner to request appropriation transfers (limited to two per fiscal year) with approval from Chief Fiscal Officer and Arkansas Legislative Council or Joint Budget Committee; effective July 1, 2015.
