Appropriates $15,000,000 to the Department of Human Services - Division of Developmental Disabilities Services for construction, improvements, equipment, renovation and maintenance expenses for Human Development Centers for fiscal year 2014-2015.

Transfers $15,000,000 from the General Revenue Allotment Reserve Fund to a paying account designated by the Chief Fiscal Officer for the specified purposes.

Requires the Department of Human Services to seek prior review by the Arkansas Legislative Council or Joint Budget Committee before expending any appropriated funds.

Allows any unexpended funds at fiscal year-end to carry forward to the following fiscal year, subject to written justification and reporting requirements to the legislature.

Establishes disbursement controls requiring compliance with state purchasing, accounting, budgetary procedures and fiscal control laws, and allows agencies to supplement state funds with grants, donations, and federal funds.
