Amends Arkansas Constitution, Article 19, Section 31 to place prosecuting attorneys under the jurisdiction of the Independent Citizens Commission, which previously had authority over all other constitutional officers but not prosecuting attorneys

Adds prosecuting attorneys to the list of positions whose salaries are set by the Independent Citizens Commission rather than the General Assembly, including the seven-member commission structure with appointments by the Governor, President Pro Tempore of the Senate, Speaker of the House, and Chief Justice of the Supreme Court

Requires the Independent Citizens Commission to begin studying prosecuting attorney salaries within 30 days and complete the review within 60 days of the effective date, with initial salary revisions exempt from the 15% adjustment cap that applies to other positions

Maintains that prosecuting attorney salaries continue from the Constitutional Officers Fund but remain subject to appropriation by the General Assembly, unlike other constitutional officers under the commission's jurisdiction

Declares an emergency, making the act effective immediately upon approval to provide clarity in the appropriation process for prosecuting attorney salaries
