Establishes maximum of 272 regular employees for University of Arkansas Community College at Batesville for fiscal year 2015-2016, including administrative, classified, and academic positions with specified salary rates.

Authorizes up to 100 temporary or part-time "Extra Help" employees payable from appropriated funds at rates not exceeding those in the Uniform Classification and Compensation Act.

Appropriates $5,100,820 from state operations funds, including $4,250,820 for regular salaries, $100,000 for extra help, and $750,000 for personal services matching.

Appropriates $45,285,000 from cash funds for regular salaries ($7,300,000), extra help ($500,000), personal services matching ($3,900,000), maintenance and operations ($9,850,000), capital improvements ($8,300,000), debt service ($1,200,000), and other expenses.

Declares an emergency effective July 1, 2015, with all disbursements subject to compliance with state procurement, accounting, budgetary procedures, and fiscal control laws; act was approved March 6, 2015.
