Exempts personal information of current and former customers of municipally owned utility systems from disclosure under the Freedom of Information Act, including home and mobile telephone numbers, personal email addresses, home and business addresses, and customer usage data.

Expands the definition of "municipally owned utility system" to include electricity, water, wastewater, cable television, and broadband service providers owned or operated by municipalities.

Protects critical infrastructure records of public water systems and municipally owned utility systems from disclosure, including risk assessments, security plans, emergency response records, and generation, transmission, and distribution system information.

Allows public agencies to meet in executive session to discuss matters pertaining to public water system security and municipally owned utility system security as defined in the act.

Declares an emergency clause making the act effective immediately upon approval by the Governor to safeguard utility services critical to Arkansas communities.
