Establishes maximum of 144 regular employees for the Workers' Compensation Commission for fiscal year 2015-2016, with salary ranges from $106,000 to $130,557 depending on position.

Appropriates $26.8 million from the Workers' Compensation Fund for administration, including $7.2 million in regular salaries, $2.4 million in personal services matching, and $14 million for investments.

Appropriates $151.75 million from the Death and Permanent Total Disability Trust Fund for claims payments ($21 million) and investments ($130 million).

Appropriates $4.25 million from the Second Injury Trust Fund for claims payments ($4 million) and refunds ($250,000).

Appropriates $245,450 for seminar scholarships ($40,000), educational expenses ($100,000), and building repairs and maintenance ($105,450), effective July 1, 2015 through June 30, 2016.
