Amends Arkansas Code § 12-27-127 to allow administrative transfers of inmates from the Department of Correction to the Department of Community Correction, in addition to judicial transfers previously required by commitment orders.

Permits the Parole Board to administratively transfer inmates back to the Department of Correction if they fail to meet eligibility criteria, violate facility rules, or are found ineligible for community correction placement.

Authorizes administrative transfer of inmates within 18 months of their projected parole release date to participate in reentry programs of at least 6 months in length, with screening and approval required by the director.

Allows the Parole Board to release inmates who complete therapeutic or reentry programs in the Department of Community Correction after serving a minimum of 270 days, without compliance with general parole minimum time constraints.

Amends Arkansas Code § 16-93-211 to include inmates administratively transferred to the Department of Community Correction for reentry programs within the definition of offenders eligible for transitional housing.
